https://ufile.io/94y5dIn the picture the gizmo frame of the Newtonbody is rotating slowly, but the hinge itself doesn't rotate as the mesh attached to the GameObject does'nt rotate either.
I don't understand

Not sure i fully understand, do you mean the debug gizmo indicate that the forklift wheel is rotating although the forklift isn't moving?

If the wheel should be rotating, then this looks like the matrix for tyre is not updated correctly?

https://ufile.io/fkp1oThe truck is rotating slowly around a vertical axis. This is correct at this stage of modeling.
I just added a side force intersecting the hinge axis of the wheel (body.GetBody().AddForce ). As the force application point lies on the hinge axis and as the hinge stiffness is huge, the relative rotation of the wheel (around the truck) should be null and it seems to be.
while the truck rotating, the frame (RGB arrows) keeps aligned with the global frame. It represents the wheel GameObject in my opinion.
The gizmo represents the Newtonbody attached to this GameObject. It is not aligned with the global refrence and it is not aligned with the longitudinal axis of the truck either although the wheel's mesh keeps well along the longitudinal axis.

the NB gizmo is rotating (/global ref) twice the angle the whole truck's rotation angle.
You can see here :
https://ufile.io/0vbj4Initially the truck was positioned along the blue arrow (front/back axis). At the capture instant it has rotated of 90° and is now along the red Arrow. The NBgizmo has turned 180°.
I've deactivated the meshrendering option of the wheel's mesh
