It is possible to build a 32 bit app using linux 64, why do I need to install Linux 32 if I already have a better system installed.
In window xp64, vista 64, Mac os10 you can run a 32 bit program and window will not complain it will just run it. Do people give up all they have when the change OS.

I like to combine the Linux 32 and 64 into a single package very much like the Mac and window projects are.
How can I do that without installing Linux 32.

Yes, you can do it. You should pass -m32 commandline option to gcc. I think it will require to install some additional libraries for gcc if you have not installed them yet (gcc-multilib for ubuntu).
Alternatively you can set up 32-bit chroot environment: http://jblevins.org/computing/linux/ubuntu-chroot
Also you can of course run 32-bit app inside 64-bit Linux.
