I included the newton.h and the lib, but I can't find some commands, for example 'NewtonConstraintCreateVehicle ' or 'NewtonGetTimeStep'. Where are they and why aren't they aviable?

Are you using 1.53 or newton2? because in newton2 the NewtonConstraintCreateVehicle was replaced with separate joint library.

I use Newton 2.02, what JointLib shell I use?
-> ...\NewtonWin-2.02\NewtonWin-2.02\sdk
-> ...\NewtonWin-2.02\NewtonWin-2.02\sdk\x32
Shell I use the 64xlibs if I use a x64-operating system or if I want to create x64 applications?

64 bit lib is when you want to create 64 bit applications.
just remember that 32 bit apps will run on 64bit and 32 bit OS, but 64 bit won't run on 32 bit.
